James Francis Ramey, 62, of 6001 N. Washington Blvd., Arlington, was pronounced dead on arrival at Fairfax Hospital following the accident at 7:30 a.m. ?????? Cpl. H. L. Allen of the Fairfax City police said the men, utility workers form American Oil, were trying to charge a dead battery in the tank truck with a power unit. ??????????
